President Kim Il Sung, from the first days on the road of revolution, regarded the question of power as the fundamental problem of revolution and gave wise guidance to the struggle for realizing the Juche-based line of people’s power building.

Basing himself on the idea of power building laid down at the historic Kalun meeting held from June 30 to July 2, 1930, and at winter Mingyuegou meeting held in December, 1931, he put forward unique line of people’s revolutionary government at Xiaoshahe meeting held in May, 1932.

At the meeting held to establish the people’s revolutionary government at Sishuiping village of Gayahe guerrilla zone he said, the people’s revolutionary government is not a power run by a king but a power whose master is the people and run by themselves and this government is not a power working for the interests of a landlord or capitalist or an individual, but a people’s power that defends the right and freedom of the people and struggles for the independence of the country and happiness of the people.

People’s revolutionary governments were set up in accordance with his line in the guerrilla zones along the Tuman River in the first half of the 1930s and all of them conformed to the specific conditions of the Korean revolution.

The President, basing himself on the experiences, set up the Provisional People’s Committee of North Korea, a genuine people’s power after the liberation of Korea on August 15, 1945, and declared the founding of the Democratic People’s Republic of Korea, the genuine people’s state representing the interests of all the Korean people on September 9, 1948.
