Though it Were as Killing a Fly with a Spear
President Kim Il Sung (1912-1994) visited Sangso-ri, Anju County (at the time) one day in September 1976.
At the spot, a consultative meeting of the primary officials of the ten cooperative farms was held under his guidance.
In the meeting he pointed out the cause of the poor farming in Sangso-ri to be the drought.
Then he took account in person of the equipments and materials one by one necessary for drawing the water of the Lake Yonphung into the farm.
The officials could not imagine of possibly drawing the water up to the high land like Sangso-ri.
In fact, in order to draw the water of the Lake Yonphung, it had to be collected by a three-stage pumping to the neighboring farm and then it had to be pumped again through several stages. In addition, the unfavorable terrain condition required a great deal of facilities, materials and labor for irrigation work.
Yet, though the project was to be completed with so much investment, the irrigated area would only cover at the most a few dozens of hectares of mountain fields and terraced paddies. It meant a project expecting no effectiveness of the investment.
Under the consideration of the officials’ calculation and business-like thought President Kim Il Sung said to push the project, though it were as killing a fly with a spear and ensured them that the State would take charge of the supply of equipments and materials.
