조선민주주의인민공화국 적십자회중앙위원회는 자체능력을 높여 인도주의수요를 충족시키는 문제의 중요성으로부터 출발하여 2010년 4월 적십자회중앙위원회 회의에서 국내외의 정부적 또는 비정부적기구, 단체, 기업체, 개별적사람들의 기증잠재력을 추동하고 인도주의사업에 필요한 수입원천을 지속적으로 마련하는 사업을 전문으로 하는 소속기관을 내오기로 결정하였다.
Appreciating the importance of the matter of building up the capacity to satisfy humanitarian needs, the Central Committee of the Red Cross Society of the Democratic People’s Republic of Korea decided at its April 2010 session to establish a subordinate body which specializes in tapping the potentials of supporters including government agencies, NGOs, social organizations, enterprises and individuals and securing sustainable sources of income for the humanitarian purpose.
중앙위원회는 해당 기관들과 국내의 여러 기금들과의 협의를 통하여 그리고 중국홍십자기금회와 에스빠냐적십자기금, 이딸리아적십자기금 등 각이한 해외기금들의 사업경험과 운영정형을 료해한데 기초하여 적십자기금을 설립하였다.
By virtue of consultative meetings with relevant authorities and different domestic foundations, and on the analysis of the experience and perfomance of various foreign nations’foundations including the Chinese, Italian and Spanish Red Cross ones, the RCS Central Committee set up the Korea Red Cross Foundation.
조선적십자기금은 2010년 12월 8일에 설립되였으며 적십자회중앙위원회 소속기관으로서 조선민주주의인민공화국 적십자회법을 법적기초로 하고있다.
The Korea Red Cross Foundation(KRCF) was established on December 8, 2010. As an affiliate with the Central Committee of the DPRK Red Cross Society, the KRCF is legally based on the DPRK Law on the Red Cross Society.
기금의 인도주의활동에 대한 국내적지지와 여러 단체들과의 훌륭한 협력과 조정관계,지난 3년간 중국,영국,도이췰란드, 인도네시아, 노르웨이의 단체들의 지원은 조선적십자기금의 사업에 활력을 부어주고있다.
The work of the KRCF is inspired by the national support for its humanitarian activities, by the existing good relations of cooperation and coordination with various domestic organizations and by the partnership sustained in the past three years with China, Germany, Indonesia, Norway and the UK.
